New Pilot Program Aimed at Attracting Immigrants to Rural and Northern Communities

This summer, the Government of Canada launched the Rural and Northern Immigration Pilot (RNIP) in an effort to draw immigrants to eleven (11) communities across Canada. The RNIP provides a new path to permanent residence for foreign skilled workers who want to live in one of the participating communities as well as foreign graduates who studied in and want to continue living in one of the participating communities,

Communities Participating in the Rural and Northern Immigration Pilot

So far, 11 communities have been selected to participate in the Rural and Northern Immigration Pilot. These are:

  • Claresholm, Alberta
  • Vernon, British Columbia 
  • West Kootenay (Trail, Castlegar, Rossland, Nelson), British Columbia
  • Brandon, Manitoba
  • Altona/Rhineland, Manitoba
  • North Bay, Ontario 
  • Sudbury, Ontario
  • Timmins, Ontario
  • Sault Ste. Marie, Ontario
  • Thunder Bay, Ontario
  • Moose Jaw, Saskatchewan

Of the 11 participating communities, only 3 are currently accepting applications

The specific requirements for each community are discussed in greater detail below. 

How it Works

The application process for the RNIP contains 4 steps. Applicants must:

  1. Check that they meet both IRCC Eligibility Requirements and the community-specific requirements;
  2. Find an eligible job with an employer in one of the participating communities;
  3. After obtaining a job offer from an employer in participating community, submit their application for recommendation to the community, and;
  4. If the community approves the recommendation, apply for permanent residence.

Step 1: IRCC Eligibility Requirements & Community Specific Requirements

IRCC Eligibility Requirements

Applicants to the RNIP must: 

a) have qualifying work experience OR have graduated from an eligible program at a publicly funded post-secondary institution in the recommending community
b) meet or exceed the language requirements
c) meet or exceed the educational requirements
d) prove they have enough money to support their transition into the community
e) intend to live in the community

Community Specific Requirements 

Community requirements for the three communities that have opened their programs are outlined in further detail at the end of this blog.

Step 2: Find An Eligible Job With An Employer In One Of The Participating Communities

You must obtain a genuine job offer to work in one of the participating communities. This job offer must meet the following IRCC requirements and any additional community-specific requirements (if applicable):

  • the job must be full-time
    • this means mean you work at least 30 paid hours per week
  • the job must be non-seasonal
    • in general, this means you have consistent and regularly scheduled paid employment throughout the year
  • your employment is permanent
    • this means that there is no set end date
  • the wage must meet or exceed the Job Bank’s minimum wage for your job offer’s NOC
  • your experience must show that you can perform the duties of the job offered

Your job offer also must be at the same skill level, OR 1 level above OR 1 level below the NOC that matches your work experience unless your experience is in NOC skill level D, in which case the job you are being offered must be in the same occupation.

Step 3: Submit Your Application for Recommendation to The Community

After you obtain a valid job offer from a participating community, you must submit an application to the community to recommend you for permanent residence in Canada.

Each community has their own recommendation process. 

Step 4: Apply for Permanent Residence

Once you receive a positive recommendation from a participating community you may prepare your application for permanent residence. You will submit this application to IRCC.

COMMUNITY SPECIFIC INFORMATION

Altona/Rhineland, Manitoba – Specific Requirements

In addition to IRCC’s eligibility requirements, Altona/Rhineland, Manitoba has implemented the following community-specific requirements: 

  1. The Candidate must intend to live within the boundaries of the Town of Altona or Municipality of Rhineland.
  1. Candidates  must create a “Candidate Profile” on the community’s Immigration Pilot Career Search and Job Positions page and apply for “qualified positions” posted on that page. 
  1. Candidates must receive an Offer of Employment for a qualified position within the boundaries of the Town of Altona or Municipality of Rhineland.
  1. In order to be considered a qualified position and be posted on the community’s  Immigration Pilot Career Search and Job Positions page, a position must be: 

a) from an employer located within the boundaries of the Town of Altona or Municipality of Rhineland;
b ) meet the Employment Requirements as defined in the Ministerial Instructions 4(2)
c) also be posted on www.jobbank.gc.ca and/or www.localjobshop.ca

Altona/Rhineland, Manitoba – Recommendation Process

The community of Altona/Rhineland has developed the following process for applicants under the RNIP:

  1. Employers interested in the pilot must contact SEED (Support Entrepreneurs Economic Development) to arrange an employer pre-screening meeting
  2. SEED ensures that the employer & job position meet the pilot eligibility criteria
  3. SEED then uploads the approved job posting onto SEED’s website for applicants to review
  4. Applicants must create a “candidate profile” on SEED’s website prior to applying to any job postings
  5. Applicant applies to job postings that meets their past work experience and education and ensure they have the ability to carry out the job duties and responsibilities listed
  6. Applicant can create a candidate profile which offers the option to set up career alert(s) automatically notifying them by email of job opportunities matching their criteria, as they become available
  7. SEED forwards applicant’s resume to the employer
  8. The Employer then conducts normal hiring practices, such as reviewing the resume, conduct interview & reference checks
  9. Upon satisfaction, the employer provides an Offer of Employment to the successful applicant & provides a copy of the offer to SEED
  10. SEED will provide the applicant with Schedule 1 – Rural and Northern Immigration Pilot and Community Recommendation Questions documents to complete and upload online in “candidate profile” in addition to all supporting documents in order apply for community recommendation
  11. SEED will verify the Offer of Employment & Community Recommendation Application documentation
  12. Once SEED ensures all the documentation is in order, the Vetting Committee assesses the priority factors and the top-ranking candidates move onto further assessment including an applicant interview to ensure they intend to reside in the community
  13. SEED will provide the applicant who have received a positive assessment from the Vetting Committee with community recommendation
  14. The applicant then submits a Permanent Residence application to IRCC & is assessed against federal selection criteria & admissibility requirements
  15. Once IRCC confirms that the application is complete, the applicant and their family members (if applicable) can apply for a work permit and, if approved, may come to Canada while the application for permanent residence is being processed
  16. The employer and community welcomes the applicant and provides services to support their settlement and integration

SEED will assess applications on a monthly basis and provide recommendations up to a maximum of 10% of the annual quota allocated by Immigration, Refugees and Citizenship Canada. Applications which are not recommended will be held for six months and will be considered in each of those monthly assessment periods. At the end of six months, the application will no longer be under consideration. The employer who offered the qualifying position may wish to extend the job offer, or the candidate may secure a new job offer for another position posted on SEED’s website and submit an updated application for recommendation.

Sault Ste. Marie, Ontario – Specific Requirements

In addition to IRCC’s eligibility requirements, applicants for the RNIP program will be assessed on their intention to live and work in Sault Ste. Marie. 

Applicants must first have or find full time employment in Sault Ste. Marie in one of the occupations (NOCs) listed below. Applicants with a job offer not listed below will be considered only at the Community Recommendation Committee’s discretion. 

Applicants must then match with the Community Requirements. Sault Ste. Marie will prioritize candidates for recommendation using a point-based system. At the moment, applicants will need to achieve a total score of 70 or above to be considered for recommendation based on the following requirements:

1. The applicant has received a job offer for a job in one of the priority NOC groups (+55 points):

NOC-11 Professional occupations in business and finance (NOC Skill Level A)
NOC-21 Professional occupations in natural and applied sciences (NOC Skill Level A)
NOC-22 Technical occupations related to natural and applied sciences (NOC Skill Level B)
NOC-30 Professional occupations in nursing (NOC Skill Level A)
NOC-31 Professional occupations in health (except nursing) (NOC Skill Level A)
NOC-32 Technical occupations in health (NOC Skill Level B)
NOC-34 Assisting occupations in support of health services (NOC Skill Level C)
NOC-40 Professional occupations in education services (NOC Skill Level A)
NOC-44 Care providers and educational, legal and public protection support occupations (NOC Skill Level C)
NOC-72 Industrial, electrical and construction trades (NOC Skill Level B)
NOC-74 Other installers, repairers and servicers and material handler (NOC Skill Level C)
NOC-75 Transport and heavy equipment operation and related maintenance occupations (NOC Skill Level C)

Note: Applicants with a job offer not listed above will be considered only at the Community Recommendation Committee’s discretion.

2. The applicant’s age on the day the application is received:

18 to 36  (+6 points)
37 to 47  (+3 points)
48 and over  (+0 points)

3. The applicant has work experience in one of the priority NOC groups listed above:

2 years  (+2 points)
3 years  (+4 points)
4 years   (+6 points)
5 years   (+8 points)
6+ years  (+10 points)
BONUS: Applicant has at least one year of continuous full-time work experience in Sault Ste. Marie within the past five years.  (+8 points)

4. The applicant has studied at a post-secondary institution in Sault Ste. Marie:

2+ years within the past 5 years  (+6 points)
1 year within the past 5 years  (+3 points)

5. The applicant is already a resident of the community:

The candidate owns property within the boundaries of Sault Ste. Marie and resides in that property at the time of application (+8 points)
The candidate leases property within the boundaries of Sault Ste. Marie and resides in that property at the time of application (+4 points)

6. The applicant has personal ties to established members of the community:

Applicant has an immediate family member (parent, sibling, child) who is a permanent resident or Canadian citizen that has been living within the boundaries of Sault Ste. Marie for a minimum of one year.  (+10 points)
Applicant has an extended family member (grandparent, uncle, aunt, cousin, niece, or nephew), a friend, or a representative of an established community organization who is a permanent resident or Canadian citizen that has been living within the boundaries of Sault Ste. Marie for a minimum of one year. (+5 points)

 For applicants who have never lived in Sault Ste. Marie before applying:

The applicant has visited Sault Ste. Marie for at least 5 nights within the past three years and met with at least 2 employers in their line of work during their visit 
  • (+8 points)

8.

The applicant has authentic knowledge of and interest in a recreational, cultural, or lifestyle activity found in Sault Ste. Marie. 
  • (+5 points)

For applicants with a spouse or common-law partner

9.

The applicant’s spouse or common law partner has a valid job offer for a job in one of the priority NOC groups identified above.  (+10 points)

OR:

The applicant’s spouse or common-law partner has at least two years of work experience (full-time and continuous) within a priority NOC group.  (+5 points)

10. 

The applicant’s spouse or common-law partner has English or French language skills that exceed CLB/NCLC 5 in all categories.  (+5 points)

Sault Ste. Marie, ON – Recommendation Process

Sault Ste. Marie, ON has established a Community Recommendation Committee that will assess all candidates’ ties to the community to ensure that candidates and their families intend to reside in Sault Ste. Marie upon receiving permanent resident status. The Community Recommendation Committee will use the points based system set out above to determine whether a positive recommendation should be made.

Thunder Bay does not currently have any active job vacancies available under the RNIP. Their website indicates that job vacancies will begin to be posted in the coming weeks.
